IMPUDENT GESTURE

SANTA BARBARA, Feb. 24.
The submarine surfaced in the t\tflight at 7.18 p.m. half a mile offshcire and fired 25 shells in the direction -of the oil refineries and derricks, withdpt damage or casualties.
The entire area from south California to the border was immediately blacke*3out. ■
The attack occurred during Pre pident Roosevelt's speech, and was apparently designed as an impudent gesture.
The army stated that counter -measures were under way.
