WASHINGTON, January 7,

The Department of Agriculture has urged Congress to take immediate action to develop the production of the guayule rubber plant in the United States as a precaution against a long war.

The planting of available seedlings how would result in the production of 27,000 tons of rubber yearly by 1948, the Department says.

At the same time Mr. William O'Neill, President of the General Tyre Company, urged a Congressional committee to cultivate the Russian dandelion, which is supplying Russia with 20 per cent, of her present rubber requirements.
