According to Helsinki news reports Sir Walter Citrine, General Secretary of the Trades Union Congress, Mr. Philip Noel Baker, representing the Labour Party, and Mr. John Downs, representing the Co-operative Union, arrived by air yesterday. The delegation, which is to examine the situation in Finland at first hand, was shown the effects of Soviet air raids.
