CHINESE APPEAL
TELEGRAM TO LONDON
MEASURES AGAINST JAPAN

HANKOW, February 11
A group of Chinese public bodies has telegraphed to the Conference for International Peace, to be held in London on February 13, urging it to declare Japan an enemy of mankind, demanding sanctions, and refusal of recognition to the puppet Government, also the banning of munitions to Japan, but allowing them to China.
The telegram says that Japan has occupied 818,000 square miles, onefifth of China's territory. The number of Chinese refugees is 125,000,000, onethird of the country's population.
