AMNESTY IN JAPAN
POLITICAL PRISONERS
CONSTITUTION JUBILEE
(Received February 12, noon.) TOKIO, February 11. To celebrate the jubilee of the Constitution, the Emperor granted an amnesty to 1000 political prisoners, restored the civil rights to 300,000 others, and commuted death sentences to life sentences and later to 20 years' imprisonment. The latter include Captain Yamaguchi and six others who were concerned in the coup d'etat in 1936. The Emperor also granted a quarter commutation to four naval men concerned in the assassination of Mr. Inukai, the former Premier.
