RAIN AFFECTS POLLING

(Received November 3, 9 a.m.) LONDON, November 2. Heavy rain seriously affected the polling in the municipal elections throughout the country yesterday. In London, fewer than 35 per cent, of the electors voted. First results showed a considerable turnover from Labour to Conservatives and Independents, especially in the provinces, but the balance of parties on councils so far is not greatly changed. Fascists failed to secure a seat, or even rise beyond the bottom of the poll. ,
