SOVIET'S EXCLUSION
RUSSIAN NOTE TO BRITAIN AND FRANCE
•LONDON, September 8.
The Milan ■ newspaper, "Popolo dltalia," which was founded by Signor Mussolini and is'directed by a nephew of the Duce, declares that Italy will not participate in the conference of Mediterranean Powers unless Russia is excluded.
A Moscow dispatch states that Russia has sent a Note to the British and French Ambassadors accepting the invitation to the conference, but requesting recognition of the intolerable nature of "the Italian attacks. Russia also asks Britain and France to invite Spain to the conference and to explain why Germany has been invited, since the conference is limited to Mediterranean problems.
