(Received September 9, 1 p.m.) LONDON, September 8. Cabinet has completed proposals for ending piracy in the Mediterranean, but the replies to the invitations sent to Italy and Germany are still awaited. Messages from Rome and Nuremberg indicate close Italo- j German consultation, after which it is suggested that Notes will be sent to London suggesting that before the Non-Intervention Committee is the proper place to consider the Mediterranean problem. Whether such action will involve definite rejection of the invitations is unknown, but no doubt if Italy refuses Germany will dp likewise. Anyway, Germany may consider the time too short to permit of her attendance. There is no indication of any departure by England and France from their decision to proceed to the Conference, "whatever happens." The inclusion of naval representatives in the delegations suggests that the proposals deal largely with technical problems. The British Charge d'Affaires in Rome* called on the Italian Foreign Minister, Count Ciano, but the conversations are not divulged. Cabinet has decided to include Mr. Malcolm Mac Donald in the League delegation, in view of important discussions affecting the Dominions and colonies.
