FRENCH CONCURRENCE
PARIS, September 8. The newspaper of the Vice-Prime Minister of France, M. Blum, "Populaire," says that Russia is only voicing what all the world knows. "We are even iri a position to state that the submarines concerned in the attacks on the Russian merchantmen were Italian craft of the Archimede type," the paper says. "Nevertheless, the Soviet Note was inopportune."
