The noted physiologist Sir Leonard Hill, in a speech,, issued a warning that unless its birth-rate improved th« British Empire was doomed. England's population in the year 2037 would be half London's present total. "As the population falls there will be great social troubles," he said. "Laughter arid the vitality of youth wil! be replaced by the infirmities of age." "Rents and taxes art tod high," Sir Leonard declared. "People cannot afford babies."
