BERLIN, March 5.
Herr yon Ribbentrop's reference to Germany's own strength hitherto has been construed here as, placing befo.e the world the alternatives of restoring colonies or forcing Germany to rely on her own strength. However, the publication of newspaper messages from abroad, and especially from London, indicating the sinister indication placed on the phrase, has • caused an official of Herr yon Ribbentrop's office to state that the Ambassador only intended, to convey that while Germany must regain her colonies she will also rely on her own strength, presumably meaning the four-year plan ensuring independence in the event of emergencies. Thus the phrase was no£ a threat but a promise.
