KOENIGSBERG'S ACT
SPANISH STEAMER SEIZED (Received January 2, 12.20 p.m.) SANTANDER, January 1. The Governor, Senor Ruiz Olazaran, reports that the German cruiser Koenigsberg fired several shots harmlessly at the Spanish steamer Soton in territorial waters, seized her, and compelled the master to sign a document agreeing to navigate whatever course the Koenigsberg dictated. The Soton grounded and the crew landed under the Koenigsberg's guns. The situation was reported to the Spanish Government at Valencia. BELGIAN SHIP DETAINED * GIBRALTAR, December 31. The Belgian steamer Navex, bound east, was stopped in the Straits and taken to Ceuta by insurgent armed trawlers.
