The rebels greeted the New Year by shelling the centre of Madrid around the famous Puerla del Sol. The first shell whistled over at midnight and 11 more followed in quick succession. Firemen rushed to the battered houses and rescued men and women imprisoned in the debris. The extent of the casualties is unknown. A decree issued in Madrid directs that all women in the capital between 18 and 27 are subject to compulsory military training. It is reported from Bayonne that Dolores Iriburu, nicknamed "La Passionaria," was killed in recent fighting in Spain. A Defence Committee communique states that a rebel train of 25 coaches carrying troops and munitions to the Madrid front from Talavera was blown up by dynamite and mines laid by the Government forces in the Aranjuez sector, south of Madrid.

SUPERVISION PLAN

TRANSMISSION TO SPAIN REPLIES ASKED IN TEN DAYS (Received January 2, 11.45 a.m.) LONDON, January 1. Lord Plymouth has forwarded to Mr. Anthony Eden, Foreign Secretary, for transmission to the Spanish Government and to the insurgents, details of a scheme of land and sea supervision of supplies to Spain. Both parties are asked to give their approval or comments within ten days.

PALOS INCIDENT DEMAND AND REFUSAL RELEASE OF CONFISCATED CARGO LONDON, December 31. The Spanish Embassy at Paris announces that the commander of the German cruiser Koenigsberg, in the name of the German Government, sent a message to the Basque Government at Bilbao demanding the immediate release of the confiscated cargo of the German freighter Palos and the liberation of the Spanish passenger, otherwise it would have to suffer the consequences. The Basque Government refused this. It is understood that it is submitting the case to the London Non-interven-tion Committee and will await a report. The commander claims that the Palos was stopped 23 miles from the coast, but the Embassy's announcement asserts that a British destroyer can testify that the Palos was actually steaming in Spanish territorial waters, and adds: "The Basque Government maintains that the confiscation of the cargo was in complete accord with international law, especially as it comprised war material."

A communique issued by an official German news agency declares that the confiscated cargo did not consist of war material but technical and industrial products, and says: "Owing to this violation of law Germany once more, has taken steps, and demands the complete clearing up of the incident." REGARDED AS~CLOSED IN VALENCIA (Received January 2, 1.10 p.m.) LONDON, January 1. The Valencia correspondent of "The Times" says it is semiofficially stated that the liberation of the Palos without j her Sapinsh passenger and the contra-1 band cargo is in accord with regular procedure, and is not a concession to German insolence. The incident is regarded as closed.
