When a constable discovered a broken window on the' ground floor of the building occupied by J. Ilott, Ltd., advertising agents,- at about 11 p.m. yesterday, a cordon of police constables was drawn round the block of buildings facing Lower Cuba Street and Jervois Quay between Mercer and Etarris Streets.
