WELLINGTON EMPOWERING BILL
The Wellington City Empowering and Special Rates Consolidation Amendment Bill was given a second reading in the House of Representatives today. j The member in charge of the Bill, Mr. C. H. Chapman (Labour, AVelling-' ton North) said that as a result of thej conversion of loans amounting to j £1,415,000 to 4J per cent, it was hoped to 'ffect a saving of £15,000 annually.) Provision was also made in the Bill for the cross system of voting at municipal elections. Tho hope was expressed by Mr. H. S. S. Kyle (Government, Riccarton) that Mr. Chapman would not persist with the latter provision. He^believed there was no better system than that of crossing out. The Bill was read a second time'and set down for committal later this afternoon.
