BERLIN, 14th June.
The Emergency Decree issued by Hcrr yon Papen 's ■ Government yesterday enables the 1932 Budget to be. balanced at £410,000,000, including £68,000,000 State Insurance expenditure. - ■
The Government explains that the decree is necessary to save the insurance system from collapse.. Economies are imposed because the experiences of the past month have shown that an increase in taxation merely leads to a drop in revenue, and therefore the Government has no ' intention of imposing further taxation in future. ; ■'..'•:■„
The Government intends to co-oper-ate with othet-Powers in an effort to reach a solution of the world's economic crisis and will endeavour to revive the home markets by establishing small holdings and introducing voluntary labour service.
The Emergency : Decree imposes a crisis tax on so-called' contributions to the unemployed funds which vary according ,to the taxpayer's income from 1§ per cent, to 6i percent.; also a salt tax of 20 per cent., yielding £2,000,000. Dole payments to the unemployed are to bo cut to the cxtont of £35,000,000. War pensions also will be reduced.
