(Received 10th November, 8 a.m.), i ' LONDON, 9th November. The Conservative Press declares that the Shipley victory on a policy of safeguarding was more remarkable because Shipley has never before been represented by a Conservative. The by-election announced on Saturday resulted in the loss by the Government of the Shipley seat in the West Riding of Yorkshire. Mr. Lockwood, a j Conservative, replaced Labour.
