DELHI, 12th November,
Tho modernisation of Afghanistan, without deviation from the dictates of tho Islamic religion, is the goal among far-reaching reforms which Nadir Khan has outlined in a long proclamation which promises a National Assembly, equal rights, abolition of corruption" from Public services, and a military school at Kabul to train officers for a regular national army. Other points are trade treaties with Britain, America, and other countries, the improvement* of transport facilities, and assistance for trade and industry. The manufacture, sale, or consumption of intoxicants is .prohibited. Offenders will receive the direct punishment. An education, scheme will be discussed by the National Assembly.
