Speaking in the League Assembly, Siguor Belloni (Italy) said that the preceding speeches mainly dealt solely with political questions. Senator M'Laehlan's was the most notable exception. His speech on behalf of a great British Dominion (Australia) had raised the all-important question of the limits to be placed on tho League's economic activities. Italy considered that the League should concentrate its efforts on the study of principles and problems of a general character, and not intervene in questions having only a partial or contingent reaction on world economic conditions. This applied specially to certain industrial problems in which the Governments themsolves wero unable to intervene.
