"We have a good many Commissioners, but their recommendations are more honoured in hte breach than in the observance," remarked Mr. T. K. Sidey (Dunedin South) in the House of Eepresentatives last night. "As a general rule, the Government does just what it would have done if no Commission had been set up* at all."
