America s annual toll of murder now exceeds 11,000, and the homicide-rate for 1924 is-more than double that of 1900, according to the statistics " of a large insurance company. "Recent murder trials," it is stated, "leave no room to doubt that our judicial administration, in capital cases, is not what it should be. 'It is asserted that pistols and poisons are far too easily obtained by the public.
