Applicants for loans, ho states, need protecting from •ihcmselves,«and there is also the interest of the community to be protected. If care is not taken to see that work is properly inspected, there will, he asserts, be somo losses under the 05 per cent, scheme after the novelty of a new house has worn off a l>it.
