LONDON, 29th October. Mr. Austen Chamberlain, speaking at Birmingham, declared that the Prime Minister had raised a great issue, but had left the world doubtful regarding what he meant to do. He had said enough to raise his opponents to the fullest activity, but not enough for the guidance of his friends. Mr. Chamberlain concluded that if Mr. Baldwin really meant business, he would be with him unreservedly to the end.
