PEKIN, 12th October. Tsao Kun has arrived, and has taken the Presidential oath. In his inaugural address he remarked that previous Presidents had been handicapped by the absence of a national constitution, but now that Parliament had passed a constitution he was more fortunate in that respect than his predecessors. Ho declared that urgent attention would be paid to education. Military arid other expenses should be reduced. He hoped to unify the country by bringing together men of various talents. The country must fulfil its treaty obligations, and readjust foreign debts, thereby promoting friendly relations with foreign Powers.
