POLICY OR MERE FRAUD?

CONSTANTINOPLE, 15th July. A band of incendiaries has been arrest: ed for burning heavily insured buildings in collusion with the owners. The head of the group is alleged to be an Armenian, who is also president of the newlyformed Turco-Armenian. Rapprochement Association. Other leaders include Armenians and about a dozen. Greeks. It is believed the band consisted of a hundred members. The Turkish newspapers are seeking to invest the band with political motjives, but the facts, appear to show that it is engaged simply ou a fraudulent business of insurance and incendiarism on a large sjcale.
