Mr. Hughes, the Secretary of State, has published the texts of the .Notes interchanged between the "United States and Japan, whereby .the countries mutually agree to' the cancellation of the Lansing-Islm agreement, in which the United-States in. 1917. recognised'.'.Tap-. oil's specip.l interests in China. . The Notes poi-it out that in-the light of the undertaking, arrived at at .the Washington Conference,, the' former -agreement is no-longer inforoe.. The cancellation, however, leaves intact the Boot-Taka-hira understanding of- 1906, in which Japan and the United States declared their purpose to maintain the status quo in the Pacific, to assert' equal rights for all Powers in China, and support the independence and integrity of .-<that Power.
