COUNTRY TELEPHONES.
The Country Telephones Ameridmei.-Bill,-introduced in the House of sentatives last night, provides that a local authority, in lieu of erecting lines itself, may arrange with the Government to construct and maintain the lines, but in' this event the local authority must indemnify the Government against loss. A special rate may be raised.to discharge this liability. It is further provided that whore a loan is raised by a local authority for the erection of telephone lines, the security may be a special rate over all rateable property in the-district or any "defined part of the district. Th« old provision for a rate over the lands of the persons signing the petition for the erection of the line, is repealed.
