Mr. Coates replied that everything'was not always put in Bills when they appeared. "It is the same every time," said Mr. Wilford, "the same patchwork." . "There was no change in the last Bill," retorted Mr. Coates. \
"No, it was a record," Teplied Mr. Wilford. ' .-,
