LEAGUE ONLY TO MAKE A RECOMMENDATION

Under the Versailles Treaty the fixation of frontiers rests with the' Allies. In order not to injure the Treaty's working, the Supreme Council's resolution' relating to Upper Silesia expressly make» it clear that the Council is only inviting, the League to make recommendations. There ia no question of the League acting as arbitrator, the decision remaining with the Council. Cabinet heaid M, Briaiid in *eeard to remitting the Silesian problem to the League of Nations, and approved the action. '
