EXCITEMENT IN BERLIN
BERLIN, 13th August.
The Surpeme Council's compromise has caused excitement,. Jt is regarded as an indication of success of the French policy of 'procrastination. It is stated that Germany will' demand the sending of reinforcements in order to prevent a Polish insurgent outbreak. ,
