LONDON, 13th August.
The Times, iv a leader, comments on tri« Supreme Council's evasion of the Silesian question as tho greatest failure of its existence, and a confession of bankruptcy. Although a definite rupture has been avoided, the chief Powers have demonstrated to the world their inability to agroe on the most' important questions at issue. PARIS, 12th August. The Liberte says: " The Council's decision means the avoiding of trouble. It is not a settlement of the thorniest international question." Le Temps states-.1 "One could underStand the reference of the subject to the United States arbitration, but not to the League of Nations, to which America does not belong."
