When Mr. O. J. Statham's no-confidence amendment proposing the elective executive ' was under discussion, the Prime Minister said that such'an amendment to the Address-in-Reply was not theproper way in which to bring forward such a proposition. It should have been made in a privat-e member's Bill. In reply to questions, the Prime Minister said that if such a Bill were introduced, he would afford full facilities for its discussion. Mr. 'Stathain has now given notice to introduce an Elective Executive Bill. ■' . ■ : ■
