BERLIN, 4th December. In the National Assembly Herr Erzberger explained the financial programme under which it was projected tp levy the income tax on a sliding scale of from 10 to 60 per cent. It is proposed to tax capital revenues 10 per cent., and make a general levy yielding fifteen milliards of marks.
