Japan, in reply to the Chinese Note demanding an indemnity for the Chinese killed by Japanese in the recent disturbances at Foorhow, and also for the removal of the Japanese Consul at Foochpw, states that the anti-Japanese disr turbances in China were largely due to the laxity of official control of the population, and suggested that the Foochpw incident should be investigated by a joint commission.
