BERNE, 17th February. The Berliner Tageblatt and the Stuttgart Tageblatt, both of which are closely associated with the German General Staff, states that it is Germany's bounden duty to protect the unfortunate inhabitants of Finland, Lithuania, Esthonia, and Northern Livonia against Bolshevik excesses, and also that tho Central Powers must not renew the armistice with Russia.

The Neve Tageblatt's Berlin correspondent asserts that Germany is terminating the occupation of Northern Lithuania, and preparing for tho military occupation of Courland, Livonia, Esthonia, and Finland; that the Kaiser may yroclaim the annexation of these rich territories, and also that the German General Staff is planning the occupation of Reval and Petrograd.
