COMMISSIONS AND THEIR RESULTS.
Mr. J. Payne, in his speech in the House last night, deprecated the setting up of Royal Commissions' by any Government when there was a difference of opinion. That was, he argued, a sign of cowardice, but the real point was the immense cost of such commissions and the very small result that they had achieved or were likely to achieve.
