The New York World's Washington correspondent says the Government has been officially informed through a neutral that Germany views with disapproval America's efforts to isolate Austria from Germany. Germany also regards the preparedness plans of America as essentially (warlike, and interprets them as meaning that the United States is merely seek-, ing an excuse for inviting a state of war. ' V
