AMSTERDAM, 22nd February. Count~Tisza'(Hunganari Premier),-speaking in. the Hungarian House of Deputies at Budapest, vigorously defended the German policy, which, since 1871, he said, had been one of peaceful and cultured expansion. Germany had not threatened the vital interests of any nation. He accused France and Russia of constant intriguing- It was most natural that Germany should strive to pursue a colonial policy. If the war concluded as their enemies imagined it would, thea no agreement could assure a lasting peace.. He justified the German's submarine policy..
