GERMANY'S NOTE TO AMERICA
UNRESTRICTED WAR ON THE SEA
PEACE WITH BELGIUM HINTED AT

NEW YORK, 30th January. Germany, in a Note to the United States, announces the resumption of unrestricted warfare on the sea, presumably referring to submarines. (Received February 1, 11.10 a.m.) . NEW YORK, 30th January. A message from Berlin states that Germany demands that Americans be barred on all ships plying in" certain specified zones. The message hints at peace with Belgium, if Germany is given assurances that the Allies will not use that country as a baso for their future war plane. A DIFFERENT STORY FROM BERLIN " NEW YORK, 31st January. The German censor has permitted tho New York World's Berlin correspondent to cable the statement that the ghost of the Turpitzite submarine war has again been laid. A great' Headquarters conference rejected the proposal to revive the ruthless submarine warfare and tear up the. pledges given to America.
