FORMIDABLE DIFFICULTIES IN THE WAY. (Received April 1, 8.30 a.m.) LONDON, 31st March. Lord Haldane emphasised that any attempt to democratise the Army would be attended by formidable difficulties. It would take probably fifteen years, besides entailing enormous expenditure, and then it would not be the equal of the present splendid service.
