' A conference between delegates from tho Legislative Assembly and the Ooun» oil regarding the Arbitration Bill discussed tho clauses in relation to preference to unionists. The council eventually agreed to the inclusion of preference, provided that where a declaration of preference is made in favour of a union, such preference should be cancelled by the Arbitration Court in the event of a substantial number of members striking or aiding a etrike. If a lesser number strike, the Court may suspend the declaration for any period. A now clause was added, enabling the Minister to constitute a, Conciliation Committee for any occupation other 'than mining employing more, than 500 persons. The then agreed to> tho Council's other amendments; taking away the right to strike.
