EITHER COUNTRY COULD WITHDRAW AT ANY TIME. STEADIER WHEAT PRICES. (Received February 13, 9.5 a.m.) NEW YORK, 12th February. President Taft, speaking at Springfield, Illinois, pointed out that reciprocity between Canada and the United States would be -legislatively enacted, thus enabling either country to withdraw at any time by repealing the statute.
