MOVEMENT IN FAVOUR OF LOWERING IT. OTTAWA, 11th February. A movement in favour of lowering the ■ British preferential tariff is being started here. This, ifc is believed, will act as an offset to the sentimental considerations on which reciprocity with the United States is being attacked.
