An "All India" movement ha& been inaugurated to commemorate the introduction of reforms. It is proposed to create a great Minto Park at Allahabad, -and evfict a pillar recording the reform proclamation As the time approaches for his retiremont, there are many evidences of the lpopuWvrity of the Viceroy (the Earl of Minto.) [Lord Minto has been Viceroy of India, since 1905. A report, subsequently denied, that Lord Kitchener was to bo Iris successor, was recently circulated.]
