RUSSIAN POLICE OFFICER SHOT. rfv Telegraph.— Press Association.— Copyright. PARIS, 10th May. Vitko, a Russian Terrorist, locked Colonel yon Kottsen, Chief of the Moscow Police, in his room in a Paris hotel, and emptied his revolver in Yon Kotten's face. Vitko has been arrested. He states that Yon Kotten offered ham a position in the secret police \s an alternative to being sent to Siberia. He became a spy, after spending eighteen months in Siberia, and finally arranged a sham plot in order to secure revenge on Yon Kotten.
