REVERTS TO CONSTITUTION. NEW MINISTRY .BEING FORMED. REVOLUTIONARIES GAINING STRENGTH.

A political amnesty is granted to those concerned in the recent, revolutionary outbreak, and the Royalist commanders have been instructed to disband their tioops. This decision was due to the representations made by the British and Russian Ministeis, and to the Snah's fears for his personal safety since the capture of Kazbin, ninety miles northwest of the capital, by the Nationalists. Saad-ed-Dowleh is forming a Cabinet, with Nasir-el-Mulk, who is now a refugee in Europe, as Premier, Saad-ed-Dowleh intending eventually to take over the portfolio ot Foreign Minister. The Cabinet is described as Liberal, but weak. Several of the Nationalist Leaguers declare that the proclamation of the Constitution does not affect the Nationalist plans, which provide for an immediate advance on Teheran. The revolutionaries at Kazbin are daily gaining strength, and are moving towards the capital.
