Ex-President Roosevelt, in an article in the New York Outlook, emphasises America's duty to wait and see whether Japan is able to prevent the immigration into America of Japanese labourers and small traders in any appreciable numbers. The writer remarks that if Japan is not able to do this, America must protect herself by treaty or legislation. Mr. Roosevelt urges Americans to continue to build a first class fighting navy if they wish to withstand any nation that might choose to disregard their policy, concerning immigration and th»i protection of their interests in the Panama Canal, or of their countrymen abroad.
