APPEAL TO GERMANY
RIVAL SULTANS OF MOROCCO. COURTEOUS NOTE. ABDUL AZIZ'S DENIAL. By Telegraph.— Press, Associatlon.~Copyri£ht. (Received February 7, 8.16 a.m.) LONDON, 6th February. Germany has courteously informed France that both Sultans of Morocco (Abdul Aziz and Mulai Hafid), appealed for Germany's intervention. Abdul Aziz has denied this, but it is interpreted as meaning that a very zealous Moorish partisan appealed to Germany on his behalf. So long as Franco acts up to her avowed policy in regard to Morocco, the interference of Germany would not be tolerated by tho Powers. The Premier of France, 11. Clemenccau, has laid it down that France is determined not to exceed tho limits set by tho Algeciraß Conference, which was signed on 7th April, 1906, and gave France a position of predominance in the pacification of Morocco. He recognises that the function of France is to maintain order and protect tho Europeans in the ports, j where her mission is to reorganise the I police. , As regards the rival Sultans, Mulai Hafid, the Pretender, last' month issued '< a proclamation, which, how<v,cr ( was i not expected to aifect the position of ! Abdul Aziz, as the' question re entirely one of monetary resources, and as lon^ as the Sultan payu his soldiers they are iiot, likely to desert him.
