TREATMENT OF REBELS.
A SPECIAL COURT TO TRY THEM. COMPENSATION TO SETTLERS. CAPETOWN, 20th July. A High Treason Biil has been introduced into the Cape Legislature by the Premier (Sir Gordon Sprigg). The measure provides for compensation being paid for losses through the war ; and creates a special court of two Judges and*' an advocate 1 to try cases of treason. Persons whoi may be convicted under the. Act will be disfranchised for five years, and may be disqualified from Mt ting in Parliament and from all public cn'.ces. '
