Iloilo, the towu on the island of Panay (about the middle of the Philippine group) which was abandoned by the Spaniards after the Filipinos had beleaguered it, is now in the possession of the Filipinos. President M'Kinley expresses the. fear that the United States will be morally weakened if compelled to wrest the islands from the rebels. Brigadier-General Otis, who commands an expedition to the southern islands, hopes by promises of emplo3 r ment to placate the half-caste leaders, but he is empowered to strike hard if necessary.
